Short answer: a flashlight that won't turn on is almost always one of five things — another app is using the camera, battery saver is restricting it, the flash disabled itself after overheating, the app's camera permission was denied, or the app just needs a restart. Why the Flash Is Shared Hardware
A phone has exactly one LED flash, and it's the same piece of hardware the camera app uses for photos. A flashlight app has no priority claim on it — if another app (even one running quietly in the background, like a video call) is holding the camera, the flash toggle genuinely cannot turn it on until that app lets go. This is true across flashlight apps generally, not specific to any one app.
